MANILA, PHILIPPINES — Malacanians should heed the call of murdered radio station Percy Rapid: Check out the Lifestyle of a Bureau of Corrections (BuCor) Employee.
“The twists and turns of the Percy Rapid case are puzzling. And in my view, this one has deeper roots,” Castro said in Filipino.
“Following Percy’s tip that authorities will conduct lifestyle checks on past and current BuCor officials to see if they’re actually living within their means or dipping their fingers into insider illegal activities. It’s wise,” she added.
Castro, a member of the House Macabayan Block, also wondered about the death of New Bilibid Prison (NBP) inmate Crisito Villamour on Oct. 18. Rapid.
NBP is under the control of BuCor, an agency of the Department of Justice (DOJ).
“We also hope that an independent autopsy of the alleged ‘broker’ is not too late and evidence is gathered as to how he died,” she said.
“As it stands, we are receiving many reports of problems. [NBP] From contract killings, the militarization of the prison system, and various forms of corruption in the NBP.if such a thing happens [inside the NBP]So how can we reform and restore prisoners as productive members of society? Their situation may deteriorate internally,” she added.
At a press conference on October 18 last year, Escorial did not mention Villamor by name. BuCor officials said they would not have been able to secure Villamor if the information had not been provided promptly. They said they learned Villamor’s identity only after he had already died.
The Philippine National Police (PNP) previously said it had tried to provide information to BuCor, but the name provided by Escorial was not found in the NBP database.
Meanwhile, PNP chief Gen. Rodolfo Azurin Jr. said BuCor should have quarantined everyone with the surname “Villamor” so Escorial could identify the middlemen.
Rapid — Percival Mabatha in real life — was shot dead at the gate of the neighborhood where he lived on October 3, last year. .
